It makes sense that you would first test a crazy idea in a "no fault" environment. NZ has a government system that covers everything, rather than the US type of product liability lawsuit environment. NZ is quite unique in that respect, since there is no civil action for compensation in the event of harm, other than punitive damages (but not compensatory damages) in exceptional cases.
