Bruce, 91.167 is a requirement for "operating", not taking off. 91.151 speaks to when you "begin" a VFR flight. I hope that I'm "operating" the aircraft when I'm landing it. ;-)

But if you take that thought to the limit, once you go missed and divert, that is your new point of intended landing and you need the reserves again. D
