    My guess is you are right about this being NJ overreach.... and that there is some Federal preemption as to regulation - although there seems to be a wildly divergent set of opinions in the wake of FAA's defeat on drone regs at the Court of Appeals in DC....

    Here is a link to a local (NW, Washington State) outfit that helps municipal governments decide what they can and can't do on a wide variety of subjects, including drones....

    Depends. I know there's still aspects of airplane operation that the states can still regulate - such as banning advertising banners. Still, I get your point. This one does seem to infringe on the Fed's regulation.
