Except the KC-135 isn't the 707. It evolved from the "-80" which was built on the KC-97 assembly line. The airlines wouldn't accept the -80 because the fuselage was too narrow, they wanted six seats across. Boeing refused to listen until Pan Am, the launch customer, put in an order for DC-8s. Then Boeing got the word and widened the fuselage of the -80 (and made some wing and pylon changes) to create the 707. The military also wanted some changes to the -80, although not as wide a fuselage. What became the KC-135 Boeing called the 717 for many years.

I think that later there were some 707s converted to military use, but the long-lived refueler was never a 707.
