Having it is better than not having anything.
Most firewalls don't bock outgoing requests - at least if they use normal protocols. Inbound requests are likely to be blocked by your router. I think the days of plugging a computer directly to the internet are long gone.
I wouldn't expect a firewall to have "blocked IP". That sounds more like a different security application that includes firewall.
