I am looking for a source document that contains information about international flight rules in various parts of the world. Specifically flight level altitudes, direction of flight rules and airspeed restrictions. An example would be in the US the Flight Levels start at 180, the 250 KIAS rule at 100 and direction of flight rules are Odd to the East and Even to the West.

These rules are occasionally spelled about on my approach plates, but not always.
